Hips 'have made little impact'

Home Information Packs (Hips) have not prevented the practices of gazumping and gazundering, it has been claimed.

Savills, a global real estate service provider, has stated that Hips have made very little impact on the housebuying process.

Lucian Cook, director of residential research at the company, said: "I don't think Hips have made any difference at all, because I don't think people are referring to Hips in any way, shape or form."

Mr Cook went on to say that, in fact, Hips have slowed down the process for a number of vendors and many homebuyers are not using them.

He added that buyers are much more reliant on their surveyor's report, something which may be improved if the Hips had a condition survey included.

Since December every home put on the housing market has had to include Hips, which contain information on the sales agreement, evidence of title and an energy performance certificate.
