Homeowners are confused by the abundance of advice given to them by environmental organisations, it has been suggested.
Gordon Miller, founder of whatgreenhome.com, declared that there is nothing new in the recent government green home strategy and added that the test of the proposals would come once the administrative details had been outlined.
However, he announced that the scheme was a significant development and said the 80 per cent reduction in carbon emissions was extremely important, calling it a "huge commitment".
Mr Miller said: "I think there is a lot of confusion at the moment because there are so many different organisations and bodies offering advice."
Ed Miliband, energy and climate secretary, commented that the strategy would remove the problem of upfront costs.
The Existing Homes Alliance recently outlined its own proposal to provide all homes with a whole house retrofit by 2030 and invest £6 billion a year in housing stock.
